Leash Law

Purpose

The purpose of the City's leash law is to protect the health, safety, and well being of persons and property with its boundaries by imposing restrictions and prohibitions on the keeping and running-at-large of dogs, dangerous animals, and other identified animals within the City.

Leash Law Highlights

Chapter 19 of the City code governs dogs. A full copy of the text of the code is available in the Clerk's Office. Highlights of the leash law are below.

  • All dog feces must be immediately removed from streets, highways, sidewalks, and any property other than the owners
  • All dogs must be on a leash of sufficient strength to restrain the dog
  • If you own four or more adult dogs, the City code requires you to erect an outside kennel for your dogs; please see the City Clerk's Office for the regulations
  • No dog can:
    • Attack or chase other domestic animals
    • Cause damage to property
    • Chase or harass any person to cause intimidation
    • Engage in habitual barking, howling, crying, or whining that will annoy anyone other than the owner
  • The premises, structures, or enclosure of a dog owner shall be maintained in a clean, sanitary manner
